- Eligible employment is permanent full-time or permanent part-time scheduled at least 20 hours weekly, with good standing based on the most recent performance review.
- Eligible employer is either the City of Hartford or Hartford Board of Education.
- There is no income restriction in the City's brochure.
- The buyer must be current on City taxes, parking tickets, and other City obligations.
- Eligible properties are single-family, two- or three-family, condominium, or townhouse homes in Hartford and must be habitable/move-in ready as shown by inspections.
The home
- The buyer may never have owned, have had no ownership during the prior three years, or sell a current non-Hartford home and buy in Hartford.
